Captain Power was a late 80's show and it had two robotic characters that were made using CGI (in the early days).  It involved a lot of shooting, so it would have been a good console video game.  You can read about the show here:  Captain Power and the Soldiers of the Future.  Here is the intro to the show...

There were actually a few Wacky Races games, if that counts. One for the NES, one for the Dreamcast that I rented once, and oddly enough, an unreleased prototype for the Genesis/Mega Drive.

That's not a cartoon I ever saw but it does look like something that could be turned into a fun game.  :)
